Winrar is one of the most popular , and with out it you'll never be able to open some of the files you D/L .

Imo the best meeting your criteria is 7-Zip.
    http://www.7-zip.org/

    The main features of 7-Zip:
High compression ratio in new 7z format with LZMA compression
7-Zip is free software distributed under the GNU LGPL
    Supported formats:
Packing / unpacking: 7z, ZIP, GZIP, BZIP2 and TAR
Unpacking only: RAR, CAB, ISO, ARJ, LZH, CHM, Z, CPIO, RPM, DEB and NSIS
For ZIP and GZIP formats 7-Zip provides compression ratio that is 2-10 % better than ratio provided by PKZip and WinZip
    Self-extracting capability for 7z format
    Integration with Windows Shell
    Powerful File Manager
    Powerful command line version
    Plugin for FAR Manager
    Localizations for 63 languages

@zAP , the weird thing is he did n't explain why no winzip or winrar ? Not going to get far using the windows zip utility . All I can think is I sent Johnq86 thru PM a winraw file of a Anti Virus program but mentioned he would need a compression utility to open . It was a Corp . version no hassles to register etc.

Sometimes you can lead a horse to water .

    I'm using this combo also.

@peat Ime 7-zip bests WinZip, WinRAR, IZArc & all the rest. The only reason I have WinRAR hanging around. Is I thought 7-zip didn't work on spanned rar files. I'm told this is false. But I've yet to test this. If this is true 7-zip will be by itself.

I only bother with WinRAR. It opens everything I need it to, and integrates properly into X64, too.
See attached screenie of what it handles:
