I tested the 360 version and I can tell ya that the game certainly has come a long way (positively speaking).

Hard to say, it'll look better on a decent PC as it will use DX10 and it's an FPS game so it'll be easier to play on a PC. Also it will be more customizable with the ability to mod PC games (very important in sandbox-type games like these).
