You will probably have better luck using Photoshop CS2 than Elements. Are you trying to put yourself into another pic on top of a background? That would require removing the background from your pic to make it transparent, then adding it onto a new layer over your bro's pic.

If you just want to put two pics together side by side and don't need to remove the background, just enlarge the canvas size on one of them and drag the other pic into the new area.
