Proxies are, in the main, unreliable and unless your ISP offers some (AOL don't) then you'll have a very hard time finding a fast, reliable proxy that won't ban you for downloading gigabytes of information thro' it.

The router will also normally afford the added security of a NAT firewall. Never a bad thing.
Have you any particularly strong ties to AOL?
Why not get yourself a new ISP that does offer static IP addresses
Not really, but i have only just joined them and dont really want the hassle of changing again, plus i dont have a big choice of isp's that offer 8meg, no contract and unlimited downloads...

Yeah but I'd go for the wireless option if you can afford it.
It's more flexible long term if you want to add other PCs or perhaps laptops. Saves you running wires round the house.
