mr_tiki,you need to run winrar and open the grand theft auto vice city folder you downloaded to and then highlight cd1 and cd2 and extract into a folder of your choosing.
You then burn the two cue files to cds or you could use something like alcohol 120% and mount the cue files to start installation of the game.

so all i have to do is burn bin and cue file together as a video cd using nero and use the nocd patch to make it work?

I think what u do is when u finish the download, u open like cd1 and right clcik on a file and put open with winrar and inside u should see a bin and a cue, if u do, extract the file to a folder, do the same with cd2, then go to nero and burn the cue, by selecting burn cd using image or something like that and then find the cue and click burn.
