You're going to need mIRC. I'm sure you can find the download link on Google, plus tuts on how to use.

irc.p2p-irc.net - on this irc server are lot's of torrent sites channels, but to be sure if u r in official irc channel of some particular torrent site, just see the irc info at that site.
