Simply put, if there is a point in time if your ratio is deemed inexcusably low, you will be warned--and on repeated offense or in extreme cases, banned. This applies even if you are diligently seeding, so if you have a slow upload rate, you will need to be careful with the rate you download. If you are careful and use your sense, you should be fine. Demonoid seems pretty lenient.
In my opinion, Demonoid is the best general-purpose private tracker out there. There is an abundance of leechers to help build your ratio for the sake of avoiding the above situation. "Top sites" beat Demonoid's torrent selection in specific areas but still cannot account for its huge community of users and its useful rating system. If what you want is on Demonoid, you should probably grab it from there.
anyone can load a .torrent file from demonoid into their client and download it. I would consider that a public tracker.
