An .IO file is used specifically for Java Programming. It routes data as input/output and designates where to dump off at. (Monitor, printer. etc..)
What exactly are you trying to do with this file? My guess is it's not what you thought it was.

use the program ''gspot'' to see which codec is needed if indeed it is a video file. try to open it with vlc player
