Are you talking about torrents or the problem is in General?

Do you use any accelerator like flashget?
Try that one if you don't. It should max out your speed.

Scan your PC for spywares/adwares/viruses. Sometimes such things slow down your connection.
If there is nothing then try to conduct with your ISP.

I've been fighting with my isp for the past 6 months on this same issue. For 4 years I never had any problems what so ever, downloaded everything at a rock solid 300KBPS. For the past 6 months I'll be lucky to get 80. It would ping at 80 so I called my isp and they said "oops some settings got changed let me fix it" well for 1 week it went back to 300, download a dvdr and bam back to 80. I am getting cable installed on monday so hopefully I won't have to deal with this anymore.

just turn of your Modem for some time(about 30 minutes) to make the modem get frozen :] and maybe scan you computer for Spywares and Malwases.
