Ratio cheater ?

I heard ppl talk about the term Ratio Cheater, but I'm not exactly sure what you guys mean.

Can anyone tell me What exactly that words mean ?
and in what situation, we can call someone as ratio cheater.

If he've used for example: <Removed.> too boost up his ratio?

a ratio cheater is a user that injects their ratio with a false uploaded amount, and usually they leave the downloaded amount the same

it's basically when someone uses a program to report false stats to the tracker

If someone use the program to boost with his ratio and it actually appears on the stat. We ( nomal user) can not know unless you are mod/admin of that sites right ?

the user will obviously know because they are using the program

only members of staff can see if your ratio changed
