Not sure why you would want to buy PAL in the US but if you do then buy it on ebay. I'm sure google would help you too.

Maybe he wants to take it to a PAL place or he could be visiting the US from a PAL place where X360 aren't available. Anyway you can order from Amazon UK and have it shipped almost anywhere or follow the advise in above posts as it would be nearly impossible to find it at a retailer in US. Cheers

They are located in Germany, Belgium, France. (Cheaper xbox360 price through europe).
If you buy it in the US and then send it to him, he will have to pay duties
at the customs.
