They're based on song requests for the most part, top 40 and all.
Then you have the sales charts.
As the Top 40 is based on requests, who do you think makes request? Teenage girls, or 40 years old adults? Teeny girls or course, hense their huge popularity.
As for sales, do you think those same kids aren't buying the albums? Do you think Britney Spears and the like don't really get paid all that money?

But in my defense, the only songs that are on radio are those of major labels. Independent artists aren't ever put on Top 40 radio, but only on those indie stations. That's hardly fair, but radio has to make money, and the only people who can pay them to their satisfaction for radio play are popular labels. Am I right? (I'm probably not, since I've done no research on this)
Don't think I'm a strictly indie junkie, though, because I've only barely delved into the world of underground rap and rock.
