you have to enable file extension in folder options. Or use a renaming tool, like renameit

Question: why is it necessary to upload as .exe when it's a .iso?

Well, it is not necessary to upload ISO's as .exe's, but when people search for games, they usually search under software. When people search under software they usually get zip's, rar's and exe's and never iso's, bin's or cue's. People rename them to .exe so that people can find them and just rename then without having to search under "Everything" and get game screenshots, demoes or other media.
