Frame Delete

I am looking for a program that can delete frames of a movie(avi) without having to reencode it.

I guess you can get an avi splitter. Split the file in two. Then resplit one of the halves, then rejoin the two you want.

But isn't it simpler to just delete a frame then re-encode? Not to mention, you can split the file into the section you want to get a frame out of. Take the frame out, re-encode the small section. Then re-join it with the rest of the file.

Yea it would be but every time it re-encodes it makes the audio off sync.
