well it wasnt excatly me that tryed this, it was my dad i asked him about it he did what it said and nothing improved he said he thinks its to do with our isp talktalk.

Quite possible the isp. But most isps wouldnt block you like this. I know of a few though. If you want more help with the config you can try msging me on msn or yahoo sometime.
