you should call your phone company and tell them to sort out your phone line

if they ignore you - write angry letters and deliver personally

if they ignore you more - write angry letters full of profanity and harsh words, deliver with a brick attached

if they arrest you for criminal damage - get a new phone company, and a lawyer
