Ratings of trackers themselves are in the [#] tags.

I'm confused. So why are there titles like Level 3, level 3.5 etc... above the trackers in each category if those in brackets are the ratings itself?

It's just to figure where each site stands (rarity-wise)
level depends rarity,rating depends speed,content and pre-times.if you read all wiaw thread you'll see detailed explanation.
