    how can i cut some speed from downloading and add it to my upload speed.

    It depends on your bandwith limits set by your IP. If you are trying to slow the download speed of a torrent so that you keep a ratio then it also depends on your client. You can not decrease your download bandwith and kick it over to your upload if that is what your asking though.
