I just installed a Radeon X1650 pro PCI Express into my
Dell Dimension 9100
XP SP2 and Vista Ultimate
CPU: 3.00GHz HT
RAM: 1 GB
It seems like the Fan on the video card is running full throttle all the time, even if I tell the computer to shut down the monitor. Is this normal, or is the fan just unusually loud.

I have a x1600 Pro 512 MB and the fan spins really fast during reboot but always slows back down when the drivers load. Maybe try reinstalling the driver? I'd ask if the card was dusty but if you just installed it then I doubt it. Do you have good cooling for the card so it's not overheating? I don't know what else to say. Windows Vista drivers are still in the early stages so maybe it's a bug. lol
You could also install ATITool to control the fan speed.

It runs at the same speed all the time in Vista and XP
I will try reinstalling and see what happens I will also give ATITool a try.
