Is there a program to convert Access databases to mySQL and also a program to write PHP

Use linux with an apache server running phpmysql, its the best thing come to man besides the dog. If you desire to use windows with mysql then I recommend using foxserv, you can get it at http://foxserv.net

It installs phpmyadmin, apache server, and mysql.

Currently msaccess db's and mysql dont work well together at the moment, nor with php. But good luck in your venture.
