I had to look through all scifi comedies from the seventies to find that one...

A hearty "Bingo !" on the first one. The second doesn't seem right - I think the one I'm looking for had a number in the title (though I'm not at all sure).

a cop finds out that the murders are some sewer monster that cant die
until he pulled out its heart and stabbed it
