What i am after is software i can make a menu for 2 or more movies and place the files into and burn. The menu must start up and give me the option of which movie to watch

nero has a movie maker. You can download templates from their site and customize the hell out of it.
You can get nero + keygen from pretty much any bittorrent tracker.
Neor 7.8.5 (latest) will be ~180MB in it's self extracting installer or almost 600MB unextracted.

i think vso convertxtodvd has a menu maker implemented into it as well.

Wana professional looking results ? Use Dvdlab pro + Sony Vegas.
You will have to build mutliple VTS if the movies aren't all in the same format. PAL/NTSC and frame rate.
Still, it is very easy to do.
