It kind of looks that way doesnt it? Rarity is relevant when there's quality associated with it. It's useless when it's not. It has absolutely no value then.

Thankfully not everybody cares about levels and rankings. And the same trackers that are hard to obtain for some, might come easy for others. It's the nature of things.
