these arent fluorescent bulbs are they? The only other thing i can think of is to make one of the bulbs less bright by doing something dodgy electrically, but that probably comes under rewiring?
Edit If theyre fluorescent, leave one on for a while so its fully on, then flick another and leg it upstairs. THen u have one flickering ,one on and one off

Nope. i can't really think of any clue I can give you except that 2nd gen was right, you ( ilw ) were almost bang-on.

ROFL - This is an old one.
You switch two lights on then after a bit of time switch one of the two on switches off. Then you go into the room - The one that's lit is obviously the one you left on. The other two, well you feel the bulbs for the heat - As one has been on & off, it's bound to be hotter than the one that's never been on.
So
Left On - Lit Bulb
One then Off - Unlit bulb that's hot
Left Off - Unlit bulb that's cold
Looks like I'm starting quite a habit 
(BTW Riddler - Never really noticed that skinky remark. I did see that clue, and I'm guessing that you're trying to say it's water. Please explain the answer to me, because quite frankly it's confusing me
