well i am tired of my crappy connection and planning to buy a seedbox. so here are my questions: 
1. How much speed can i expect from Leeware? (100Mbit)
2. Is the seedbox is still running even though my pc is turned off?
3. I saw on other sites about setup fee, do i must pay it?
4. Any other economic seedboxes other than leeware?

1. In leeware, you can expect speeds between 2-3 MB/s, but I am mostly getting around 1.5 MB/s. It depends on the people with whom you are sharing your connection. Remember that it is a 100 Mbit shared port, not a pure 100 Mbit connection.

about speed
i once got 6.5MB/s but with 512MB RAM
in that oink torrent i am currently getting speeds from 3-4.5MB/s
but as redmonster said
it is shared and the speed varies.
but believe me, for the price u pay, it is more than worth it.

as someone said before it just best to download it twice if you want it.since you will have buffed your account with the seedbox your ratio wont take a big hit.
