You might have some spyware browser DLL. If you have IE7 look in manage add-ons and see what DLL files it shows. If something looks suspicious then try Googling the file. You might have to get rid of it with vundofix or it could be a browser BHO which HiJackThis can remove usually. These can cause random popups even when you aren't surfing.

They look up to no good. You can always Google the DLL files listed tho to see if they're reported bad.
