i am wondering if the stats below sound right for my connection which is 2mb
1112 Kbps download speed
217 Kbps upload speed.
If they are not right, then what can i do to improve them?

The rule is to take your theoretical download speed from the ISP, 2mbps, and divide by 8 to see the speed you will actually see.
2000/8 = 250KB/s
You are seeing close to that, so you are fine. 25KB/s second upload is ATROCIOUS though, I hope you are getting that connection for fairly cheap.
