For example, if I didn't seed one torrent to 1:1 and not even for 72 hours or whatever a particular site requires. And I've deleted the whole torrent. Now can I re-download a part and seed it for 72 hours? Will that be considered as seeding or not? Or will I have to download the whole file again and seed it for 72 hours?

Of what I understand you need to download the whole torrent again and seed it the time thatīs left from the original 72hrs.
Grab it from a site where you have best ratio and seed it at the tracker in question.
I am not 100%. Best should be to ask the staff at the tracker.
