    I have rarely read so much rubbish. Why would you have to be physically or mentally unable, you may not have the appropriate level of authority. Which is presumably the case in this instance.

    A decision is either made, or not made, it is not forever in the process of being made.

    Therefore, "I didn't make that decision" means that the decision was made by someone else, or it was not made at all.

    "I can't make that decision" means that you are indecisive, undecided, or not authorised to decide.
