I have rarely read so much rubbish. Why would you have to be physically or mentally unable, you may not have the appropriate level of authority. Which is presumably the case in this instance.
"I don't make that decision" may be a complete sentence in that it has the right constituent parts, that does not (by default or otherwise) make it grammatically correct.
If you really can't understand that then it's pointless trying to explain it to you. It's very basic stuff.

A decision is either made, or not made, it is not forever in the process of being made.
Therefore, "I didn't make that decision" means that the decision was made by someone else, or it was not made at all.
"I can't make that decision" means that you are indecisive, undecided, or not authorised to decide.
"I don't make those decisions" means that those sorts of decisions are never made, or they are made by someone else.
"I don't make that decision" is just nonsense.
That's just mad talk.It is also a complete sentence, which also (by default) makes it grammatically correct.
