Do You Know What This Game Is Called?

I remember playing this really great city simulation game baesd in ROman times, I remember the when you were short workers there was an audio warning that said, "Plebes needed". I am no tsure, but I don't think it was Caesar 3, or maybe it was, does anyone know what this game was called? It's driving me nust trying to remmber the name.

AFAIK it is Caesar 3 - I know Plebs were used and a valuable semi-commodity in it.

The only other Roman-themed PC game I can think of is Rome: Total War - And last time I checked, that isn't out yet
