What he's asking is about setting up a seedbox on a windows based server. Which is what I have been searching for for about 5 hours now

Windows based server.....Remote desktop your server and install as your would on your pc. Simple....

You have to pay for Windows licenses with both providers I think - to me it's not worth it. The uTorrent Leeware guide will work with Fedora Core 4 & 6 seamlessly; try linux you'll learn something.
