The BEST web design software would be

notepad.exe (for php html css etc)
and photoshop (graphics)
imageready (animate the gfx)

Sometimes it's just good to be a Macromediaphile at heart for this kind of stuff

Dreamweaver MX for writing and/or designing the web pages
Fireworks MX for making quick, effective web vector images
Flash MX for making Flash files - Enough said
All can be found by looking for 'Macromedia Studio MX' (or the recently-released 'Macromedia Studio MX Plus' )

Though if you're relatively new to designing web sites, I'd recommend Microsoft Frontpage instead of Dreamweaver to get used to HTML authoring. Once you get bored of it, change to Dreamweaver

Hope they help

Yeah definetly get MX.
Dreamweaver is the best. I still prefer Microsoft Frontpage to do few things.

For easy CSS editing use: TopStyle Pro.

Some people say that there are no best softwares for web designing just depends upon your personal choice. But I think they are wrong
If you are just getting started get Frontpage and Dreamweaver right away.
Tip: Do not use notepad to code

I would pay for mine, if only I had over 100% of the price available instead of less than 5%.

When I can afford it, I'll love to have my own proper copy of it - But until then this is the only time I can use it.

Doesn't it just suck that the things you want to give to, you can't due to the price tag?
