"To make a simple boot disk in Windows XP please do the following.
1.Double click "My Computer" or click START > "My Computer"
2.Right click on A: drive with a floppy disk.
3.In the format options select the check box to make a boot disk.
4.And viola! you have a very simple boot disk when you are finished."
or, alternatively:

edit: remember that your windows xp disc itself will be bootable...

You can create a Windows XP Startup disk by using the instructions below:
1. Click Start, and then My Computer.
2. Right-click the Floppy drive icon, then left-click Format.
3. Place a checkmark next to Create an MS-DOS startup disk.
4. Click Start, then OK to create the startup disk.
5. At the Format Complete message, click OK.
6. Click Close.

There's also ways to backup system files (such as boot.ini) XP Backup utility has something to do with that.
