That's probably a stupid question but is there a way to watch a DVD on CD-ROM drive somehow?

No, but you can burn a movie as a VCD and watch it on any cd-rom drive...you just don't get the added extras (bonus clips, etc.)

DVD-ROMs use a different specification of laser to read the pits and lands in a DVD-ROM, DVD-V/A, DVD+/-RW, DVD-RAM etc. Therefore reading DVDs in a CD-ROM drive is utterly impossible.
