what is the best audio encoder. so far i believe it is Arial Audio Converter as it can convert many audio formats, its simple to use and plus it has all the information required to know what the details of the song is, for example source format, length etc.
what is the best audio converter for you or what is the best audio converter that critics give??

The best audio encoder is flac.exe for me 
I use it in combination with EAC if I want to extract from Audio CD's or directly with my music player Foobar2000 to convert.
There are of course other applications that might just be a dream come true because of all its functions, but I only need FLAC or MP3 anyway and that's easily done.
