Actually AT dmorgan89:
If you're looking for something bigger, do the whole candlelit dinner and flowers (Roses if you're a classic romantic, orchids or the like if you're more of a modern-day romancer) along with a small-medium gift (i.e. a book or many books by her favorite author or a reasonable facsimile)
Then, later on, act all shocked and say: "Oh! I have anothe little thing I got you, just a sec.." Then you run out of the room (thus building the tension) and return with a small box containing whichever piece of jewelery you think she'd like most (if it were my girl, I'd go for 1/4-1/2 carat (total) diamond earrings set in white gold)
It'll totally blow her out of the water (at least I think it should......)
Either way, do what YOU think is the best idea.
If at any point you have serious doubts (not the usual: "Oh! I hope she likes it...")
rethink the idea; ask her best friend, or her mom or older siblings (younger ones usually aren't any help at all...Trust me!!
Whatever happens, if your love is true (as it seems to be) she'll adore whatever you get her, even if you give it to her in a brown paper bag! (but Don't!!

Depends on how old you are. If you can afford it - JEWELRY!!!
You can never go wrong with a necklace, ear rings or even a ring ( tough one though) A ring can get you into big trouble.
