Bear in mind that proxies are not allowed on all trackers. Some consider them breaches of security on the torrent side of the tracker and will ban for their use.

Get a paid SOCKS proxy or a seedbox.

The only reason I can conjure for using a proxy is to evade some kind of ban. But I'm probably wrong.
He could just be wondering how to set up his ISP's proxy to use with uTorrent. Dont think that's the case though.
And most true private trackers ban open proxies - which are the kind you'll find by scanning. If you have a shell to filter traffic through, that would be slightly different though.
