    I have Roadrunner and it seems that all of a sudden my speeds have gone down (download speed) and my upload speed is the same. Is this because of a bandwidth cap? If they have one what is it, and what are the penalties of it?

    ( i recently turned it on after i found that it went slower )

    I've read that Road Runner throttles p2p activity so I would think encryption will help.

    I wonder if that's even possible cause I'm sure your isp keeps track of it on their end.

    no it isn't possible. bandwidth is bandwidth.

    so basically, if my limit is 40gb and i go over, what happens?

    hmm well roadrunner (atleast in my area) ended up becoming comcast

    and comcast is throttling

    I know Comcast has actually been guilty of cutting off the users service.

    Road Runner is owned by Time Warner Cable.

    I just read a report that said Road Runner throttling effects all applications not just p2p, newsgroups and so on and it happens all time of day not just peak usage and that bandwidth has no effect on it.
