Without going into detailed insight,
DVD-ROM is for reading DVD-media and cdr's cdrw's.
Yes you need a DVD Burner ofcourse to burn dvd's.
Never heard of "Normal Burners." If you mean CD-Burners then no you cannot burn dvd's in CD-Burners.
