Keep in mind that the torrent sites that show pre times, not always are correct
But I think it was around 30 sec for xvid, and 10-20 sec for tv shows

i saw a tracker once get 5 nanosecond pretime. i forgot which tracker though.

the reason why tv shows have such unbelievably good pretimes is, they split the encode in segments and upload part after part during the commerical breaks.
that's why you find them sometimes a few minutes after airing.

The fastest pre I've ever seen on a tracker is something uploaded before pre.
