maybe you're not connectable ? try forwarding your port, this will allow other peers in the swarm to connect to you

I am not sure how to check if you have your port forwarded correctly on Azureus, but if you download uTorrent and open it and hit Ctrl+G and then you should see an option to check to see if you have your ports forwarded correctly.

If you discover that you don't have them forwarded correctly then go to the link below and look for your router model and a guide on how to forward the ports correctly in uTorrent and router.

From what I know, a modem itself has no built in firewall/routing capabilities, and thus, does not need port forwarding. It is only when you add a router to the mix that you need to forward ports (on the router.) You also would need to forward the ports if you have a modem that has a built in router.

Is UpnP enabled on your client?

We probably could use the name brand of your router/modem since we don't have that yet and without it we cant tell if its just a modem or combination of both a router and modem.
