search in google for TMPGenc, download and then work step by step, its extremely easy.
or, you can go to any site about help with encoding and stuff.
OR
look in the tips bit of the site, it is very helpful.

Nero can turn avis into vcds or svcds u can also find more info at the website at the bottom. For turning dvds into svcds or vcd check at this website http://www.digital-digest.com/dvd/articles...vd_convert.html
I don't think the fourcc code changer will convert an avi to svcd
tmpenc is not just for dvd burners, but it can make files suitable for dvds i think.
Read up some of the articles at http://www.digital-digest.com they will tell u everything u need to know.
Edited it cos i misunderstood

i suggest not using nero cos sometimes it messes up the file and then it has problems viewing on the DVD (i made a vcd of monsters inc. and when i watched it, it always jumped and started from the beginning every 5 minutes or so...).
