Britain, France, Germany, the United States, Russia and China were due to meet today to discuss tightening the sanctions, but it appears that China has now pulled out.
As for capability, there are only a handful of companies around the world who currently have the capability to produce the massive pumps required for oil/gas pipelines. These are ALL in the West/Japan/S Korea. The reason is simply that the cost of failure is just too high.
Getting the oil flowing isn't the main problem, they have to be able to get it to stop too, and quickly. If the systems react too slowly (ie they can't stop the oil fast enough), then a failure in one pump could have a knock-on effect on the next pump up the line, and so on until all the pumps are damaged. Oops, no pipeline. "Sorry Mr Rafsanjani, I destroyed your oil production" isn't going to cut it.
