    For me it seems a little hot... Maybe you need a better cooler if you want to run it at those low rotation speeds... You want it silent?

    Judging by the "motherboard" and "HDD" temps, I'd say your case doesn't have a lot of airflow.

    Judging by the fact that EVERYTHING is hot, its not just the CPU fan and or heat sink that need improving, it's overall airflow. How many intake and exhaust fans does your case have and what sizes are they?

    it may happen if you have a lot of dust inside your pc
    so try cleaning the dust of your cpu and other parts to cool your pc

    Cleaning is always good, Also you prob need to add a fan or two to keep the airflow going like Clocker and HvyMetal said

    And therein lies the rub.

    Many cases- and I would generalize to say that all older cases- don't make provision to add fans in a location that will do much good.
    Sure, there may be a few prepunched spots to bolt in a fan (typically an 80mm) but doing so usually results in nothing but increased noise and electrical consumption while temps change hardly at all.

    It would be interesting to get some more info from the OP but it appears we've lost him.
