so set upload rate to about 65kB/s (about 80% of ur available upload)

You have a maximum upstream bandwidth of - i assume - 640kbit/s which means theoretical transfer rates of 80kb/s. Taking into account some overhead you should manage to upload between 65 and 70kb/s on average.

The recommended value as stated above is 80% of your maximum upload speed.
If you know your max upload speed is in bits, just divide it exactly by 10 to get to the recommended speed in bytes.

Thanks everyone, 4 ur time....I finally bypassed my isp throttle. I am getting 50kb/s plus uploads....YAY!
