ovh.com box - not my country?

I ordered OVH seedbox, but as I expected I've got this e-mail from support department:
We have received
your payment regarding to the order nr XXXXXXX received by cb
and we would like to thank you for trusting us. However, after verification, we have no choice but to refuse your order as the product you have ordered is not offered for sale in your registered country.
Do you think I can place an order again later with some unreal address in France? Is administration limited to France IPs only?

What exactly mean IP fixe = 1 adresse; IP Fail-over =
+1 adresse

You need a current account or a credit card from the country where you order the OVH.
