Sounds like your pc is configured to start up with some sort of serial connection, maybe a serial mouse or something like that?

i would have thought the error was genarated because of the something to do with usb, as usb stands for universal serial bus doesnt it?
has this always happened, or can u say when it started

It looks like you've enabled diagnostic startup in msconfig. Open msconfig and set it to normal startup and see if that helps.

Then that would require selecting the optimised default settings in BIOS.
Either way, I'd be surprised to see many people using a serial mouse or any serial device on a windows XP loaded system.

I'm Using and Optical Mouse through a regular mouse port NOT A SERIAL PORT. I tried that MSCONFIG suggestion about using Normal Setup...that didn't change anything, Matter of fact the one that was selected was the 3rd one(on the bottom) and not DIAGNOSTIC

Try pressing and holding the delete or F1 key while it boots and get into BIOS. reset it to load optimized defaults.
