you should use the newest ipfilter.dat, and quality servers f.e. here http://www.server-met.de/
but still, using private bittorrent tracker is much safer than emule i think, so download from there only things that you cant find on torrent sites

Easy. Go to control panel -> Emule -> uninstall.
Or get Peer Guardian, which at least gives the illusion of security.

Run emule through an proxy network like Tor. Will slow your download speeds but I mean, if you want free security that's 100%, that's the way to go.

If you're really paranoid, be sure not to include your "Finished" folder in the upload list. It's uploading that gets you in real trouble with the law.

Use only KAD, and use obfuscated connection to the server (if you connect to server)
Use PG2 if you want

QFT, Peer Guardian 2 blocks 99.9% of the bad ips, so you're hundreds of times safer using it.

Being safe on file swarming network is an illusion. Now if you mean you don't want to be targeted by retarded MD/MS hired by RIAA/MPAA. Then to reduce the risk go update your ipfilter from BISS everytime they release a new update. Also keep fixed ED2K server or just go pure KAD, while using random ports and not using standard along with enabling protocol obfuscation.
TIPS: Don't share NEW files like movies, music, ect just use common sense and you will be fine.
