What is IP Subnet Range? <banned>

No I'm not banned but I was wondering what does banning the subnet range do? can subnet range be changed like IP range or this is totally different?

A subnet is part of an IP range , so by banning a subnet they are banning a specific range of IP addresses, for instance if a tracker wants to filter out a certain ISP for example (or country ) then the subnet that will be banned is the range of IP classes associated with that ISP or country.
The subnet is actually programmed into the routers, a subnet is a selection of IP ranges which are separated from other IP's as far as an administrative function of the router, in this case the subnet is created to be excluded (banned ).
